Integrated service
It offers an integrated "pack" of tools and a work system that accompanies municipalities to cross the border towards digitization and efficient use of e-government
Common work system
Includes a common management and work system compatible with archival integration elements (check-in and check-out digitization, process diligence, file management, task management, etc.)
Promotion of basic e-government services
The work system is combined with the promotion and use of basic e-government services: electronic registration, e-TRAM, electronic signature, e-BOARD, e-NOTUM, Via Oberta and iARXIU.

The working model can be implemented, whether or not we have a technological solution for processing and managing files, as long as it is adapted to the model

Almost three hundred have gone through the implementation of the e-SET method, either at the hands of the AOC Consortium or the deputations of Barcelona and Girona. At the moment, the e-SET is driven by these supra-municipal bodies that have a firm will to move forward in their territorial deployment and that have provided the e-SET with greater agility and proximity, integrating it with services own
In 2022, the AOC Consortium, with the support and collaboration of the deputations, undertook the redesign of e-SET with the aim of evolving it, giving it greater flexibility and a more global scope so that it becomes a new management model that adapts to the current situation of public administrations after more than 10 years of existence.
Awaiting the result of the configuration of the new e-SET governance model, currently its deployment is articulated in the territory as set out below:
Demarcation of Barcelona
The Diputació de Barcelona offers the SeTDIBA resource "support services for digital transformation", a set of digital administration services for councils of less than 20.000 inhabitants (including their public sector), decentralized municipal entities and consortia and smaller municipalities in the demarcation of Barcelona.
Through SeTDIBA, these local bodies are provided with support services to implement common work methods, access to technological tools, and support services for their continued use.

Demarcation of Girona
In the demarcation of Girona, the e-SET service is coordinated and provided directly by the Diputació de Girona through the Electronic Administration Support Office, which aims to help councils and local entities in the implementation of electronic administration and in the 'use of related technologies.
In its electronic administration assistance service plan for local bodies, an electronic administration manager, the creation and maintenance of web pages and a service of hosting.
