Viladecans improves incident management thanks to artificial intelligence: DigiCanvis
Granollers City Council uses one video event platform for the recording and broadcasting of municipal meetings. In addition to allowing live monitoring of plenary sessions, the solution improves efficiency in the management of plenary sessions and makes the proceedings available to citizens, promoting transparency and participation.
The traditional management of plenary sessions involves a significant effort to draw up the minutes, as the deliberations and agreements adopted often need to be transcribed manually. In addition, the documentary format of the proceedings complicates citizens' access to their content, limiting transparency.
Faced with this situation, the city council uses a system that broadcasts the sessions live and, in addition, records and digitally signs them to create the video minutes, eliminating the need to make transcriptions. The points discussed and the interventions are automatically indexed, facilitating subsequent viewing by the public on the video events portal.
This service is documented in theDigiCanvis Observatory as a good practice of local administrations in the field of open government. This is a very widespread practice in different councils throughout the territory (Lleida, Tarragona, Tàrrega, Vilanova i la Geltrú, Sitges, Esparreguera, Martorelles, Prat de Llobregat, Sant Boi de Llobregat, Mollet del Vallès, Mataró...).
Com funciona?
In summary, the operation of the platform is as follows:
- The session is recorded automatically using video and audio recording equipment installed in the meeting room. The platform connects to the city council's YouTube channel and broadcasts the session in streaming.
- During the Plenary Session, the secretary or responsible official records on the platform the moments when the different items on the agenda are discussed and decisions are taken.
- Once the session is over, the system processes the video automatically and synchronizes it with the information recorded during the Plenary. The video minutes are created, which includes the recording of the Plenary session and an interactive index that allows navigation by specific topics. Responsible people can review it and make adjustments if necessary.
- The secretary digitally signs the video minutes, guaranteeing their legal validity, and it is published on the video minutes portal so that citizens can access them.
What are the benefits?
- Saving time and resources. The system optimizes the public resources dedicated to the recording and broadcasting of the plenary sessions, as well as to the preparation and management of the resulting documentation.
- Minimization of errors. Automation eliminates the risk of human errors in the preparation of minutes, the distribution of notices and the publication of related information.
- Promotion of transparency. The live broadcast of the sessions is an exercise in transparency and open government. In addition, the public has access to the videos of the sessions at any time and in an agile way, since the system facilitates the search for the points of the sessions that interest them and they do not need to view hours of plenary sessions to find a specific topic.
The service has been in operation at Granollers Town Hall since April 2019. Currently, the corporate YouTube channel has 1.015 subscribers and the average viewing of the videos of the plenary sessions is 240 views.
